Your license can be used on multiple computers, but not simultaneously.

Can it be used on multiple trading account?

Yes, but not simultaneously. Only one Metatrader or cTrader can be open at any time. For managing multiple Metatrader instances on the same computer, consider the physical version.

Can it be used on a VPS?

Sure. It can be used on remote copmuters which you access via remote desktop apps.
